碑文より 明治二十四年(一八九一)中央道路の開削にあたり、食糧や資材を運ぶ船は網走川から網走湖を渡り、この地に荷揚げした。 受刑者によってその上まで道が造られ、荷物を運び上げたためこの坂は荷揚坂と呼ばれた。 後に屯田兵入植にも利用された。
