CAMHS has been historically and continues to be ineffectively managed. The Senior Commissioning role is unable to base service decision making on current data nor explain discrepancies such as CHUMS provision in Peterborough when compared to the service in Cambridge. Case studies of young people 'failed' by service or not prioritised for provision would conclude that many agencies FAIL young people within the framework of 'SAFER Peterborough Partnership'. Until Senior Commissioning Management base provision on CURRENT data the role will exist to crunch out of date stats, produce reports, and notably fail to answer concerned local authority 'CABINET' questions within the framework of Unitary 'Authority'. CHILDREN AND ADOLES CENTS ARE FAILED in Peterborough. This requires structural change. Not career moves for individuals.
