Only Ethiopians can enter the Consulate. It is of a very common building, with no indication of its function at all, no signage, no flag, nothing. Worst of all, they don't answer the phone. Therefore you should keep on trying until by chance someone answers and speaks to you with an accent that makes the conversation more difficult to understand and follow.
