It's a nice rose garden that is free to the public. You will have to pay for parking, but I came by foot so I do not know that cost. My class went on a school excursion to the Fujiko - Duraemon Museum nearby and came here for our picnic lunch. Many places to sit and eat your bento and there are stalls with bento for sale. Overall a wonderful public garden.
