Founded in 2009, and based in Kigali, the Public Sector Capacity Building Secretariat (PSCBS) is a specialized Secretariat with a mandate of guiding, facilitating and coordinating the implementation of capacity building interventions in the Rwandan public sector in order to strengthen these institutions and help the country achieve its development objectives. PSCBS is spearheading a new approach to capacity building in four of its priority sectors of investment, energy, agriculture, and mining called the Strategic Capacity Building Initiative.
