PUBLIC PRACTICE is a not-for-profit social enterprise with a mission to improve the quality and equality of everyday places. We do this by building the public sector’s capacity for proactive planning, transforming perceptions of working in local government and developing the way we plan through practice. We believe that the built environment is where the symptoms, and solutions, to society’s most complex challenges are played out and one where the role of the public planner is often overlooked. But it is this very role, as a public planner, that has the agency to influence every aspect of our everyday environment, to plan for the longer-term, and to work for society as a whole, not just those who can afford it. Public planning is one of the few positions with the freedom, and responsibility, to take on these challenges. WHAT WE DO Public Practice acts as a broker, selecting outstanding professionals - Associates - and matching them to Authorities in need of additional planning, delivery and placemaking expertise. As a not-for-profit social enterprise, we offer Authorities a cost-effective model to build the public sector’s capacity over the longer-term. As a placement programme, we give Associates unique place-based roles to deliver change on the ground, alongside industry-leading training and development. And as a network of leading planning practitioners, we develop collective knowledge and research to be shared across the sector.

Public Practice helps to grow and support local authority resourcing, widely acknowledged as a significant challenge for Local Planning Authorities. It is not the only solution for resourcing challenges, nor should it be - LAs continue to advertise roles outside of the PP programme which experienced officers will be aware of, however the public sector does need to grow beyond the existing pool of talent and attract more people into the system to help LAs meet the big challenges we are facing such as Covid recovery, Climate Emergency and direct delivery of affordable housing at scale for the first time in a generation. For built environment professionals working in the private sector like I was, Public Practice was a great way to make this transition with additional training and access to experienced officers and best practice examples across a diverse range of Authorities through the PP network which was highly beneficial to me as someone who had not previously worked for a Local Authority.

I am biased as I was involved in its design but I think this scheme is a brilliant way of injecting more talent, energy and creativity into the public sector.

Public Practice is spot on in that local authorities need more design skills, BUT, given its subsidised and starting to monopolise the jobs market, it raises serious questions over exclusivity - why individual jobs aren't advertised on the open market and available to established practitioners many of whom might not want to go through an arbitrary 3rd party, might not have the time for the drawn out recruitment process, are looking for full-time work and permanency, and need to know where they'd be placed when applying. Ultimately, Public Practice will be counter-productive if it drives good experienced practitioners out of the public sector.
