Food is 7/10. I love the aura of this place. It's like a old wide canteen setup.

New Toho Food Center offers authentic chinese cuisine in their menu. Tried Small size Lumpiang Shanghai, Yang chow rice and Pancit Canton. There were only 2-4 crews serving. The place feels like old cafeteria, quite dirty as you can see on their laminated menu. The serving is good for 2 persons for small order. Shanghai is nearly overcooked, rice is okay and the pancit is saucy, taste is average and you'll get the same taste from your favorite carinderia for much cheaper price. Their service water came from faucet. Price is around 170 per meal
