It's a library but the environment is not like that since everyone is talking and even shouting their conversation they need to be strict about it because all other things are very good. All kinds of books are available here so that's a good plus point .

it's neither good nor bad place to study if there is lot of student then it is obvious to have noise otherwise it is good place for complete your assignment or project
