Just stay in Panaji. It is a 15 minutes busride to Old Goa so there is no need to book a hotel room at Goa Tourism Department! In our case, we got wrong information from an employee and instead of getting a apologize and/or as promised our money back, we got treated very unfriendly and had to pay a lot of money for a room we couldn't use. So in my opinion a stay in Panaji is always the better option!

Pls note this address changed to Paryatan Bhavan Patto Plaza Panajim Goa. More better and accessible.
