Background The Housing Rights Task Force (HRTF) was established in early 2003. It began as an informal coalition, where individuals and NGOs, both national and international, participated in meetings to address forced evictions and the protection of housing rights in Phnom Penh. The informal coalition discussed approaches to resolving specific cases of forced evictions, and participants pledged different kinds of support for communities affected by these evictions. After transiting from an NGO coalition secretariat, Housing Rights Task Force (HRTF) registered to be a Non-Government Organization (NGO) on 24th November 2009, under the Ministry of Interior (MoI), Kingdom of Cambodia. It is now governed by a 5 member Board of Directors composed of Cambodian and International members. Since, 2009, HRTF had carried out a numbers of project implementations focusing on protecting forced evicted families in Phnom Penh. From now on, the new strategic plan (2018-2022) has been developed in order to sharpen its program interventions and to meet current development context, where all stakeholders perceive HRTF should be updated with both institutional and program strategies for the future. . This three-year SP will highlight important key elements which require HRTF staff. Our Vision Forced evictions are no longer practiced and every individual enjoys the rights to access to affordable and adequate housing. Our Mission HRTF’s mission is to prevent forced evictions and housing/land rights violations, and to promote social well-being, equitable development and enjoyment of housing and land rights for all Cambodians. Goals To empower communities to protect their land and housing rights while also can help to promote equitable development, laws enforcement through effective implementation of various projects, networking, advocacy and social welfare services.
