not recevining landline vcal in working time

very frustrating experience, i have applied for transcripts 2 months before and haven't received it yet. nobody picks up the call if they do they hung up in middle of a call. we do not expect this kind of behavior from MSBTE. this is very frustrating and pathetic. The lady on the phone said they will get back to me and haven't called me yet. no manners no sense responsibilities. who will be responsible if i miss my deadline for applying ?
