After the Sepoy Mutiny of 1857, the British government began to realize the importance and necessity of local institutions in the governance of the country. In this context, the Village Chowkidari Act and the Bengal Village Chowkidar Act were introduced in accordance with Act No. 6 of 180 AD and Act No. 1 of 181 AD respectively. In 182, the Bengal Council passed the Local Self-Government Act No. 3 in 175 to implement Lord Ripon's proposal for local self-government. On the basis of this law, three tiers of local government institutions were introduced. District boards in each district, local boards at the sub-divisional level and union committees for a few villages are formed. Rangpur District Board was established in 18 AD. The District Board was entrusted with the responsibility of carrying out some of the development and public welfare activities mentioned in the Schedule of Public Works published in 1934. Such as education, communication system, health and health provisions, ferry crossings, establishment and maintenance of post bungalows and inns for travelers and tourists, etc.

Zilla Parishad office of Rangpur. Parishad is constituted of members and headed by Zilla Parishad Chairman. This is the highest locat government institute of Bangladesh. Rangpur Zilla Parishad is amongst the oldest of its type. The Parishad building and it's premises is good looking and enormous.
