CIVITAS was established in 1996, as a joint initiative of the Center for Civic Education, United States Information Agency and the Council of Europe. CIVITAS in Bosnia and Herzegovina is part of CIVITAS International Civic Education Exchange program, administered by the Center for Civic Education in Calabasas, California. CIVITAS-developed curriculum is the only common subject that is included in the official curricula of almost all elementary and high schools in Bosnia and Herzegovina. All students are using the same materials (Foundations of Democracy, Democracy and Human Rights and Project Citizen) in three local languages. The CIVITAS Kindergarten democracy program is implemented in 45 preschool institutions from all over the country, with outreach to children from disadvantaged families who would not otherwise receive any form of preschool education. CIVITAS introduced democracy and human rights education content in official curricula of all 8 state universities in Bosnia and Herzegovina.
