Registration of my two vehicle Toyota Camry and Nissan Altima S 2015 was about to expire on August 2018. But I decided to move to Normal, Illinois as my son's college was starting in August 15. I went to register pay the registration fee to office to renew for a month. People in the front desk replied I can't do it monthly wise but they will refund the about once I register in another state. I did register both of my vehicles in Illinois and got license plates. I drove back to Kansas with KS plates to return KS number plate into the office. They didn't want to refund the money until I get the Illinois DL, I request to keep KS number plates until I get the out of state DL and send a scan copy in their email. As I am allowed to drive 3 months legally in another state with KS DL and my next work Authorization is about to be mailed to my new address from DHS. So renewed my DL after I got my EAD. I sent a copy of DL to Kansas Treasury Office and they didn't want to refund the amount of money taking about first month registration fee, but they want to refund the only after I send new out of state DL. Registration in KS so expensive 364/year(don' t remember the exact amount) for one vehicle. By doing this I am paying registration fee of both vehicles at two different states at the same time. I wrote them several emails saying that I am not happy about process my refund even if I did exactly this office has advised me to do. I don't see any convincing reason why they didn't want to refund my money from the date I returned KS number plate. Ii don't know why do they have to relate vehicle number plate or registration with my out of state Driving License? I sent me a copy of statute highlighting the porting which restrict the process the refund in the backdate. Is this statute practical and Justful? Please concerned party or authority should answer my concern in a way that I don't feel they guided me to take away the money from me without letting me know from the start to end.
