I happen to bump into a lady while I was taking my picture of the Willamina City Hall and she said that the city hall is where you pay your water bill and she mentioned that she oversaw quite a bit of what went on in Willamina.
In the City of Willamina, City Hall controls the water department. This is a joke. There is no oversight for the utility besides the city council and the same administrative team handles measures at city hall as handles the water utility administration. Have a problem with managment? Management is who you take your problem up with. There is no system of balance here. Employees do as they wish, one Employee, Richard, is known in the community for disturbing residents with a street sweeper in the early morning hours on Fridays so he can get off early. No compassion for the residents of the community who wish to sleep past 5 am, it is more important to him and the city that he complete his work early and get off work. Also Debbie Bernard, runs this utility and city hall administrative offices like a sorority. If she likes you- you are in. If she doesn't like you? If you point out any administrative error in her office or do anything she doesn't like, you will be discriminated against. I met Debbie in a McMinnville nail salon years ago when I had just moved to Willamina. Her disdain and disapproval of me personally began that moment, unfortunatley I didn't realize \Who she was.\ and she did not care for me, and my husband, personally and was obvious about it. Her biased treatment has not ceased. Buyer Beware: Considering a move in to Willamina? Re-think it. The corruption, favoritism and abuses of power here are a rabbit hole that just keep getting deeper. My advice, take your business and investments elsewhere. After spending 15 minutes in this town talking to the residents, you will realize how unwanted outsiders really are here.

High water bills, Debbie is not helpful and made me feel uncomfortable with her comments
